Hai Katri
Well, you really have a lot of questions, so i will try to answer some while I'm waiting at the car wash.
The best tine to visit the island from an salsa perspectve is in the first week of August as we will celebrate the annual Curacao Salsa Tour (www.curacaosalsatour.com. If you are coming in February during the carnival, salsa will have less attention of the bugger public, but the hardcore salsero's will always continue dancing.
In this period you will not find any major salsa events, concerts, shows etc. as it is carnaval and everybody is dancing the TUMBA which is the carnival music here. Probably we will have the same routine as we have during the normal seasons. This means salsa on Thursdays (live music), Friday's (live music) and Sunday's (DJ 100% salsa dura). We have some very good Cuban Bands playing on Curacao. Ooh, and we dance Puerto Rican / LA based salsa on the 2 and also on the one. The hardcore salsa dancer of the island have a high level.
Taking classes during your vacation is possible. A lot of do that. Just visit our school and we will see where you blend in. It is also a good way to meet salsero's that alway's 'hang around' the school.
For your accomodation, I recommend you to stay at a city hotel like Howard Johnson, Hotel Otrabanda or San Marco hotel. Just next to bus stations and centrally located on the island. There will always be a salsero that is willing to take you back to the hotel.
