Propose Changes to Practice & qualifying time start time
Practice will now begin @ 8:00 EST and qualifying will start @ 8:45 EST this change is being adopted to allow the west coast racers more of an opportunity to race. This change will minimize the impact to east coast racers.

Black Flag clarification
Clearing of black flags must be kept to a minimum. It is the racers responsibility to ensure they are listening to their spotter for positioning. Administrators will not clear black flags due to racers inattention. Game glitches will be the only exception and this will be determined by the administrator, the decision made by the administrator is final.

Website background member voted change
The votes have been tallied and Background #5 will be the ASR background for Season 5. Thanks Smoke for your hard work….

Review of the Grand Championship program
The Grand Championship program was intended to increase racer participation, after
Completing 3 Season analysis has been conducted on increase participation and overall driver turnout due to this program. A decision has been made to retire this program, yet ASR reserves the right to reinstitute this program in the future.

Process options for giving laps back
The administrators will be given the choice of which process for giving laps back
1. Lucky dog which was adopted in Season 4
Procedure review: The first racer a lap down when a caution occurs will be given a lap back only if they did not cause the caution. If the first racer a lap down caused the caution then the Luck Dog is awarded to the next racer in succession. The administrator will declare who will receive the Lucky Dog. At that time the racer can pit at anytime and line up according to the spotter. When the yellow lights on the pace car are shutoff (one lap to green) then the administrator will tell the lucky dog to pass on the inside of the field and the pace car. The racer is responsible for getting caught up to with the rear of the field. THE RACER MUST NOT TAKE THE LUCKY DOG UNITL THE ADMINISTRATOR INSTRUCTS THEM……… The reason being this allows the administrator to notify all drivers in the field to run higher a higher line on the track so as not to create a hazardous situation during the implementation of the Luck Dog process.

2. Original down lap process
Process review: The first racer a lap down when a caution occurs will be given a lap back only if they did not cause the caution. If the first racer a lap down caused the caution then the lap back is awarded to the next racer in succession The administrator will announce the racer getting a lap back when the caution comes out. The racer must enter the pits at anytime during the caution, but must speed either entering or existing pit road. This will issue the racer a longest line penalty. When the race resumes the administrator will then reduce the racer by one lap.

Administrators will announce before the race on which process will be used.

Possible yellow flag requirements
Extensive discussion was conducted on this topic. The league wants the driver who created the caution to declare via NR2003 Chat or Team Speak that they created the caution. This racer must speed through the pits to get a longest line penalty. If during the caution period other drivers have lined up behind the driver then the racer has 2 options: 1. on the restart let all the racers by on the high side or 2. While is the caution is still displayed and before the green flag is displayed they can drive through the pit road. This will ensure the racer creating the caution is at the rear of the field. This should reward clean drivers and reduce taking unnecessary risks which could affect a driver who did not create the caution. The league has labeled this declaration as “MAN UP”. At this time no penalties will be imposed to any driver not “Manning Up”, but this could result in penalties in the future. Racers are not to argue on whom the person to “Man Up”. But the leagues’ expectation is our racers are professional and must take responsibility for actions detrimental to the league. This balance of side by side driving and risk taking habits can be a fine line, the league wants to keep it to a fine line and not a gray area. The league and it members take pride on numerous caution free races. We can to continue this trend and reward racers who have these same aspirations.

All changes discussed have been adopted through a consensus and at anytime can be changed and or revoked at the discretion of the league.

ALL Rule changes will be posted in the rule book and highlighted in YELLOW for one season. Also some main page posting will be added of any changes and were to find these changes...
