If this is open seeded, doesn't the lowest seed overall advancing plays the highest seed overall?

There was a wildcard weekend where the 7th played the 10th and the 9th played the 8th.

I think he's referring to the possibility of the #9 seed or #6 seed winning this weekend and not playing the #1 seed (if they advance). This is technically bracket seeding and not "open" seeding.
